Description This paper covers the recruitment of senior personnel in the Czech Republic’s police and intelligence services, a function which has witnessed significant development in recent years. It discusses the emergence of personnel management generally and introduces the notion of leadership, which is of paramount importance to the security services. It also discusses the management skills required by senior police and intelligence officers. These skills are divided into four categories which are then examined in greater detail: conceptual, social, technical and implementation. Further, the paper distinguishes between hard and soft skills. The last section of the paper discusses some specific limitations placed on officers of the Czech police and intelligence services, and the so-called availability issue which impacts on recruitment.
