| Popis | The presentation focuses on the cyber-attack against the Benešov hospital of 2019 on which it demonstrates the difficulties the attribution problem poses for the effective establishment of state responsibility. It introduces the matter of state responsibility and the theory of attribution, the attribution tests and their disadvantages for the application in the cyberspace. The presentation ends with the fictional demonstration of the exploitation of the attribution problem on a cyberattack against hospitals of a state. |
