| Description | The introduction of New Public Management reforms do not always produce the expected results and even create perverse effects. Examples of such effects can we find in implementing of the alternative service delivering arrangements (the prevalent types of alternatives service delivery armaments are the contracting out public services and public-private partnership projects). The causes of such failures include the inadequate implementation or merely formal implementation these arrangements. The risks connected with the improper implementation are much higher in developing and transition countries, where the public sector is over-politicized, policy and management capacities are inadequate. The chapter provides basic selected data on the experiences in use of the e-procurement in contracting out public service and in public-private partnership projects realisation in Slovak Republic. |
