Description The text follows our papers presented at previous NISPAcee conference and dealing with the impact of the quality of contract management on results from contracting and outsourcing. Our research indicates that the quality of contract management is very low in CEE conditions, also because of the procurement processes. Our goal in this paper is to focus on evaluation of core procurement management problems, limiting the chance for successful externalisation (but also procurement in general sense). This kind of research is really rare and we hope that our results will add to the existing knowledge.
