Performance Evaluation of the Czech Urban Public Transport Companies

Description Environmental issues, decreasing reserves of oil, and growing population in larger cities are the main reasons for developing efficiency benchmarking measurement models of public transport systems. The objective of this paper is to analyze technical efficiency and service effectiveness of public transport systems in 19 cities in the Czech Republic. In order to evaluate the overall performance, network Data Envelopment Analysis (DEA) was employed. Two inputs (number of employees and costs), two intermediate measures (vehicle kilometers and seat kilometers) and two outputs (number of passengers and sales) were used. The model computes simultaneously technical efficiency and service effectiveness. The data were provided by the Association of the Transport Companies of the Czech Republic. Two companies were identified as technically efficient, another two companies as service effective and only one company (Public Transport Company of Liberec) as overall effective. Finally, information from annual reports of the transport companies (like subsidies from local governments, composition of rolling stock, investment to the new vehicles, etc.) were analyzed to establish possible recommendations, which could lead to better values of efficiency scores.
