| Description | One of significant areas of public procurement is the purchase of software licenses. Procurers demand both out-of-the-box software and highly specialized solutions, tailored to the specific needs of an individual task. Specific nature of software, that needs to be provided under a license, results in possible limitations of the number contenders. This article will focus on such situations, discuss the reasons, why they appear and how they affect the competitive environment on the market. I will also attempt to find an approach that could reverse this trend. |
