Description Serving as a methodological point of departure for the study is an analysis of police records as a set of restrictive measures, as tools used by magistrates with the aim of having as little latently socially needy in town as possible. Using the example of representative cases of wage workers in Brno and in Olomouc, the author demonstrates the systematic efforts by the magistrates of large agglomerations to keep to a minimum the number of persons accepted as residents and, thus, the tendency towards "social disinterest" in the fate of "worn-out" workers who were often forced to return to their rural village, whose coffers lacked the means to care for its socially deprived citizens.
