Description The second half of the 19th century is perceived as a breakthrough in the development of regional administration. The most important success was the birth of the municipal establishment as one part of the legacy of the revolutionary 1848. The modern concepts formation of self- governing municipalities contributed to the gradual rebuilding of life in the towns and rural areas, which town of Litovel strongly experienced. The town was at crossroads simultaneously facing the efforts of established social strata to defend their positions on the one hand and opening to the possibilities of growing ambition of political and economic elites on the other, all happening in the context of national rivalry.
