Description This study examines the development of municipal self-government in Hungary during the 18th century, with a particular focus on the city of Prešov. It analyzes the legal foundations of municipal self-government, the impact of centralization tendencies of Hungarian state authorities on the functioning of free royal cities, and changes in their administration. The study explores key legal documents, institutions, and processes that shaped municipal self-government during this period, including the issuance of the General Norm in 1755. Special attention is given to the structure and functioning of municipal self-government in Prešov, the process of electing city officials, and the impact of state interventions on the city‘s autonomy. The work also provides an overview of the development of municipal judiciary in Hungary and its specifics in the context of free royal cities.
