| Description | In the presented paper we focus on vertical and horizontal modification of state social service delivery programs implemented in environment of regional and local agencies. At first we try to identify different types of goals and types of their actual changes using sociological concept of organizational goals above all. Subsequently we attempt to explain reasons of these changes applying political economy perspective and especially their component related to existence of dominant coalitions in regional and local organizations. Identically to opinions of public management theorists we presuppose that actors inside such organizations (especially street-level bureaucrats) have the greatest influence on the final modification of state social delivery programs. |
