Description More than sixty years old is the idea of federalism as the garant of democracy, for a centralised and unitary state is a threat for it. New Europe can not be only a "roof over the states". The states themselves will have to change radically, mailny by giving a lot of competence to regional and local organs what will bring fundamental deepening of democracy. And for the European level a new model will have to be found, a mere copying of existing federations will be insufficient. The method of "ballance of interests" in European integration should be more institutionalised and it should become an elementar mechanism of integrated Europe.
