Description In its first part, the article introduces requirements that source from the public administration theory and Czech legislation and stipulate direction for public administration practice. This part introduces direct relationships between definitions and quality, satisfaction and participation. In the second part the paper deals with discussion on possibilities and constraints of ICT use in the field of e-participation and introduces selected results of web-survey of selected territorial self-governmental institutions. The paper is a part of the work on the grant of the Czech Science Foundation (grant no. 402/07/1486 - Measurement of Citizens Satisfaction with Public Sector Services as Integral Part of Quality Management in Public Sector Organizations).
