| Description | The substance of legal sanctions consists in a real threat of their enforcement. Different kinds of sanctions may work in a rival, complementary or indifferent way. Condonation or moderation of sanctions can be socially advantageous (leniency). Unsolved concept of criminal penalties imposed for cartelization might contravene the public interest on fighting cartels with applying leniency programme. |
