Description The article focuses on explanation of political thinking in the 18th century Russia, which preceded the 19th and 20th century Russia liberalism. It is divided into two sections. The first section focuses on certain difficulties connected with clarification of the term Russian liberalism (or more precisely liberalism in Russia). The second section follows viewpoints of political thinkers and the development of public political life in the 18th century Russia, which was followed by Russian liberalism in the 19th and 20th century. We paid attention to political ideas and stand points of I. T. Poshoskov, D. M. Golicyn, V. N. Tatischchev, N. I. Panin, P. I. Panin, D. I. Fonvizin, S. J. Desnickij, A. N. Radischev and other thinkers. The study traces the share of Czarina Catherine II on forming social movement.
