Description The chapter elucidates the common european grounds for public administration discretionary powers, with its common features and differences, with the stress on european principles of administrative law, and broader scale of principles of good administration. The crutial role ( also for the future period) belongs to the judicial control of abuse of power, which comprises, i.a., a breach of the main general principles.
