What is substitute fulfilment?
Substitute fulfilment is a mandatory form of support for persons with disabilities (PWD). The obligation is stipulated by the Employment Act No. 435/2004 Coll. and applies to all companies with more than 25 employees. The proportion of PWD must be 4% of the total number of employees, i.e. at least 1 PWD per 25 employees. If there are obstacles on the employer's side that do not allow the employer to employ PWD, such employer must pay a contribution to the state budget or use another form of compensation.
These include the purchase of goods or services from companies where more than 50% of the employees are PWD and operate in the so-called protected labour market. Such a form of performance is advantageous for the employer mainly because it does not pay compulsory contributions to the state budget, but in addition, it gives income to e.g. sheltered workshops and therefore behaves socially responsible.
Masaryk University and the Faculty of Arts do not meet the obligation to employ a sufficient number of PWDs, and thus have to pay a considerable contribution to the state budget every year. You can also help to reduce this contribution and at the same time make the economic operation more socially responsible: for example, if you organise conferences and cater for them, purchase goods outside central purchasing or use any external services, you can simply use a supplier who provides substitue fulfilment.
How to do it?
If you are going to order some goods or services, try to look at the list of suppliers of substitute fulfillment who already cooperate with Masaryk University, or you can use another one (according to the database of the Ministry of Labour and Social Affairs or other thematically sorted catalogues available online). Just remember to always emphasise when ordering that you are interested in the provision of substitute fulfilment: individual suppliers have certain financial limits set by the state up to which they can provide substitute fulfilment per year. Especially in the later stages of the year, these limits may already be exhausted. However, some suppliers also offer the possibility to reserve part of the limit in advance.
